Level 4 Certificate and Diploma in Fire Safety
Target audience
This national qualification is suitable for those who assess fire safety in complex premises e.g:
- Regulators – fire services, local building control officers and approved inspectors
- Assessors – fire risk assessors and fire safety professionals
- Designers – designers and architects of new buildings and alterations to existing
- Responsible for fire safety – managers, employees, owners and occupiers
Complex premises
These qualifications apply to those who audit complex premises and venues, such as shops and shopping centres, offices, hotels, residential care homes, industrial units, firework displays and pop concerts. Premises which are beyond the range of DCLG Fire Risk Assessment Guides. They may require guidance documents such as BS 9999, BS 9991, ADB, LACORS, Sports Grounds.

Level 4 Certificate: Three courses form this qualification, these are:
Level 4 Diploma: Four mandatory and optional courses form this qualification.
The four mandatory courses are:
- Principles of fire safetycourse

- Regulated and licensed venuescourse
- Building Regulations & Technical Guidancecourse
Optional courses (minimum of 7 credits required) for qualification:

- Fire Safety Enforcement (9 credits)course

National Occupational Standards (NOS) and qualification units
Level 4 Certificate in Fire Safety (Fire Auditors)
This qualification has five mandatory NOS:
- NOS FS2: Assess risks associated with fire
- NOS FS3: Ensure protection measures are in place
- NOS FS7: Review fire protection systems
- NOS FS9: Fire safety at regulated or licensed locations
- NOS FS12: Visit premises for purposes of fire safety

Level 4 Diploma in Fire Safety (Fire Inspectors)
This qualification has six mandatory NOS:
- NOS FS2: Assess risks associated with fire
- NOS FS3: Ensure protection measures are in place
- NOS FS7: Review fire protection systems
- NOS FS9: Fire safety at regulated or licensed locations
- NOS FS12: Visit premises for purposes of fire safety
- NOS FS6: Review fire safety relating to construction
Plus two/three optional NOS from following:
- NOS FS4: Minimise risks to the community
- NOS FS5: Support management of risks at incidents
- NOS FS8: Review fire safety at construction sites
- NOS FS11: Prepare and present evidence in court
- NOS FS13: Draft statutory enforceable documents
- NOS FS14: Serve statutory enforceable documents
