Simon Morgan has been a major player in grooming the Fire Service for its role as a policing force for fire safety, bringing a unique body of experience to his consultancy and tutoring work with Xact.
As both a qualified lawyer and high-ranking Fire Officer, Simon led countless prosecutions in breaches of the Fire Safety Order (2005). The late 90s saw him running all the Fire Safety prosecutions for South Wales Fire Service, scoring a 100 per cent conviction rate.
In the early 2000s, as Division Officer (Fire Safety) with the Brigade, he was a member of the Government committee that brought about the Fire Safety Order (2005). He was later seconded to the Welsh Assembly as advisor on Fire Safety and Community Safety and later worked with the Department of Local Government and Communities developing the national guidance for enforcing authorities.
Simon’s pioneering career path means he is uniquely placed to instill competence and confidence in those training in the management of prosecutions in breaches of Fire Safety legislation.
The Cardiff-born headteacher’s son decided to branch into law after assisting with a prosecution led by a local authority solicitor whom he felt, without Fire Safety specialism, had been unable to fully grasp the main issues of the case.
Simon said: "It occurred to me that a background in Fire Safety, plus legal training, would add real muscle to prosecutions of this sort. By this time, I had developed a deep interest in the legal side, so I decided to I enroll on law course."
In the mid 90s, Simon began training for the second phase of his career, graduating from the University of London in 1997 before gaining his diploma in legal practice from the University of West of England, the qualification that allows him to become a solicitor.
By that time he already had 20 years with the Fire Service in South Wales under his belt. Promotions came swiftly and frequently, starting in 1979 when he became Leading Fire Fighter at the earliest age possible. 21. He was then promoted to Sub Officer watch commander responsible for Cardiff’s Ely area which included Europe’s largest housing estate at the time.
In 1986 he was promoted to Station Officer; 1992 saw him join his brigade’s Fire Safety Department before becoming a Station Commander in 1995 where he was responsible for Cardiff East, the then busiest area of the UK in fire service terms.
The year of his law graduation coincided with promotion to Assistant Divisional Officer In Charge of Major Projects before taking the role as to Fire Safety Training Officer. He was made Division Officer (Fire Safety) the following year and, in 2003, he became Senior Fire Safety Officer and in 2005 Head of Community Safety.
Currently, in addition to his senior role in Xact, Simon is also a consultant to companies in the fire safety and insurance industries.
